Russia’s Representative at Minsk Talk Boris Gryzlov and delegate from the self-proclaimed Luhansk People’s Republic Vladislav Deinego expressed disappointment with the decision of Ukraine’s representatives not to sign the document known as Steinmeier formula, as RBK reported.
“The representatives of Kyiv refused to sign Steinmeier formula, in other words, they refused to agree on the order of the legal and actual entrenchment of the special status of Donbas,” Gryzlov stated.
Militants’ representative Deinego expressed his indignation that the representatives of Ukraine did not sign the document.
“Today we can state that Ukraine disrupted Normandy Format Summit,” the militant said.
According to him, the text of Steinmeier formula was agreed but Ukraine refused to sign it. Besides, the militant stated that the trilateral contact group failed to agree on the schedule f the disengagement of forces.
Meanwhile, Ukraine’s Representative at Minsk Talks Leonid Kuchma emphasized that the Ukrainian side has no principal objections against formula on the local elections.
However, the implementation of this plan is possible if the next points are fulfilled: complete ceasefire, provision of the efficient monitoring of OSCE SMM all over Ukraine; withdrawal of the armed formations, foreign troops and hardware from the territory of Ukraine; disengagement of the forces and means along the contact line; provision of the work of the Central Election Commission of Ukraine, Ukrainian political parties, mass media and foreign observers; establishing of Ukraine’s control over uncontrolled part of Ukrainian-Russian border by and fulfillment of other points provided by the Ukrainian and international legislations and Minsk Agreements.
