Limitation of the transit of Kazakh coal across Russia to Ukraine occurred due to the overload of the working capacities on the Russian side. Kazakh Ministry for Industry and Infrastructure Development reported that as cited by Interfax-Kazakhstan.

"Russia did not block the coal supplies completely, but there are certain restrictions because of the overload of infrastructure from the Russian side", the authority's press office reported.

Earlier, Andriy Gerus, the chairman of the Parliamentary Committee for Energy and Household Utilities and the MP from Servant of the People claimed that Russia has put a halt on the transit of coal from Kazakhstan to Ukraine. "The Russian Federation halted the coal transit from Kazakstan, which was on its way to Ukraine. All respective supplies in November are blocked", he wrote. Gerus added that technical blockade takes place on the level of Russian Railways, the company that does not let the freight wagons with Kazakh coal the across the country. This only concerns the supplies of steam coal, not the coking coal, the MP added.
