Russia violated the 2011 OSCE Vienna Document on confidence and security building, as it refuses to provide information about the increase of Russian military presence along the border with Ukraine. The press office of the Foreign Ministry of Ukraine reported that on April 12.

"According to the procedure foreseen by the document, the Russian side received the official request to explain considerable growth of military presence of the Russian Federation along the border with Ukraine, and the temporarily occupied territories of Ukraine during the last few days. Unfortunately, the Russian side refused to provide substantial information according to the request, claiming it did not act that way", the Ministry said.

Besides, the Ministry said that further attempts of the Ukrainian side to involve Russia in consultations proved futile.
