PACE

Russia blocked the contribution to the Council of Europe by one third this year. This sum amounts to 11 million of Euros. Vyacheslav Volodin, the Chairman of the State Duma reported this to the journalists, according to TASS.

'The funding consists of some stages, and the last one third for the end o the year is not transferred and this is it. It is almost 11 million of Euros', Volodin specified.

Russia is one of the 5 main payers in the Council of Europe. The contribution to the CE is indivisible and it is the united payment to PACE, the Committee of Ministers, Congress of Local and Regional Authorities of Europe and European Court of Human Rights. The total sum is about 40 million of Euros.  Russia entirely paid the contribution to the Council of Europe in 2017, including the part for PACE.

The Russian delegation is stripped of its powers due to the annexation of Crimea and Donbas Conflict.
