A tender to carry out the so-called research for "damage assessment", inflicted on Crimea from 1991 to 2014, before the annexation of the peninsula by the Russian Federation, is announced on the Russian government procurement website. This is reported by Krym.Realii.
The initial cost of the study is more than 150 000 dollars, the customer is the State Duma of the Russian Federation, which wants to see a comparison of the socio-economic and legislative regulation of key areas of the life of Crimea during the USSR, as part of Ukraine and Russia.
Applications for the tender are accepted until June 27, the winner is going to be chosen on July 11 following the results of the competition.
Earlier, the First Deputy of the Chairman of the so-called State Council of Crimea Yuhym Fiks stated that ‘damage to the peninsula caused by Ukraine’ will be estimated from the end of 1991till March 2014. The dollar exchange rate will be, as it is on the day of conducting calculations by the commission. Yuhym Fiks stated this during the first session of the working group on conducting damage analysis.
According to Fix, the result of the work conducted by the so-called evaluative commission will be an analytical document with the conclusions. The damage will be estimated from the end of 1991till March 2014. All the problems Crimea faced after annexation will be included in the final amount. Those problems are water, energy and food blockades.
According to the report, the evaluation commission will take into account the dollar exchange rate, as it will on the day of conducting calculations. “We should have such an indicator…the exchange rate which we will use. Perhaps, the accepted norm is the dollar exchange rate on the day of conducting the evaluations,” Fiks added.
