The Verkhovna Rada has amended the law "On National Security of Ukraine" on the entry into force of provisions regarding the Commander-in-Chief of the Armed Forces of Ukraine, the General Staff of the Armed Forces of Ukraine, types and separate branches of armed forces. 292 MPs voted for the document. The online broadcast was conducted by the Rada television channel.
The draft law was developed in connection with the need to ensure the implementation of defense reform and the introduction of a new unified system of command and control of defense forces with the aim of building the Armed Forces according to NATO standards.
"The goals and objectives of the project are the urgent implementation of organizational measures in the Armed Forces of Ukraine aimed at transforming the military command and control bodies at all levels, as well as the introduction of separate posts of the Commander-in-Chief of the Armed Forces of Ukraine and the Chief of the General Staff of the Armed Forces of Ukraine," - the explanatory note says.
The draft amends subparagraphs 2 and 3 of paragraph 1 of section VI "Final and transitional provisions" of the law "On National Security of Ukraine". They stipulate that the provisions of parts three to six of Article 16 (regarding the Commander-in-Chief of the Armed Forces, the General Staff of the Armed Forces, types and separate arms and forces, and subparagraph 3, subparagraphs b and c of subparagraph 4, subparagraph 5 of paragraph 4 of section VI " The final and transitional provisions "of this law are gaining force from March 1, 2020, and not from January 1, 2021, as provided for by the current edition.
