Ukraine’s electronic system of public procurement monitoring, ProZorro, has blocked one of the three participants in the tender on purchasing TV and radio equipment. According to RBC-Ukraine news agency, the system denied the purchase operation because the respective offer was declined.

According to ProZorro, managers of Rada TV channel apparently tried to spend 700,000 U.S. dollars on the equipment, which was in break of the Ukrainian law. Respective articles of the law on public procurements say that the customer is not allowed to set discriminative requirements for the participants; besides, tender documentation should not contain any requirements limiting economic competitiveness.

ProZorro is a fully online public procurement platform and a collaboration environment that ensures open access to public procurement (tenders) in Ukraine. Fully implemented in 2016 as a hybrid (both centralized public and decentralized private marketplaces) system it has since been globally recognized as one of the most innovative public procurement systems delivering government services in a stakeholder-focused, transparent, effective, fair and low-cost way.
