The document defines the general legal framework for planning, the procedure for the formation of volumes, and the specifics of the procurement of goods, works, and services for defense purposes, as well as other goods, works, and services to ensure security and defense needs.
The law also defines the procedure for exercising state and democratic civilian control over defense procurement.
The purpose of the law is to define the legal framework to meet the material, technical, and scientific needs of the security and defense sector of the state through the effective and transparent implementation of defense procurement in compliance with measures to protect national interests.
This document is aimed at creating a competitive environment, preventing corruption in the field of defense procurement, developing fair competition, as well as ensuring effective and transparent planning, implementation, and control over the implementation of defense procurement.
In addition, the law provides for the harmonization of Ukrainian defense procurement legislation with the provisions of Directive 2009/81 / EC in accordance with the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community, and their member states, on the other sides.
As we reported before, President of Ukraine Volodymyr Zelensky signed Law No. 819-IX "On Agricultural Cooperation", which the Verkhovna Rada adopted on July 21, 2020.
