The Parliamentary Committee for legal policy recommended the Verkhovna Rada of Ukraine to pass the draft law No.1017, which offers to cut the constitutional line-up of the Parliament from 450 to 300 MPs.
The Committee has once again revised the document and concluded that the draft law filed by the President is eligible to be approved by the Parliament. The bill was registered in August 2019, on the first work day of the Parliament's 9th convocation.
The bill:
-
reduces the number of MPs from 450 to 300 (if approved, the norm will be applied in the Parliament of the next convocation);
-
specifies that the candidate MP must be speaking Ukrainian fluently (currently, the Constitution does not demand this particular norm to be observed);
-
adds to Art.77 of the Constitution of Ukraine a new norm - "the Verkhovna Rada is elected under the proportional electoral system" (currently, it is a mixed electoral system).
The Constitutional Court of Ukraine claimed that the draft bill meets the due requirements. In February 2020, the Parliament gave its preliminary approval of the document.
