Parliament supports highly efficient cogeneration development project

The Verkhovna Rada supported in the first reading the bill № 4527 on the development of highly efficient cogeneration. 282 MPs endorsed the decision.

The draft law was developed by the State Agency for Energy Efficiency together with the Ministry of Energy to harmonize Ukrainian and European legislation in the field of high-efficiency cogeneration development: he implementation of the requirements of Directives 2004/8/EC and 2012/27/EU.

The State Agency for Energy Efficiency notes that the development of highly efficient cogeneration is primarily aimed at reducing the use of fuel and energy resources, which, in turn, will reduce the cost of energy payments.

The document inclodes:

  • grounds for receiving administrative services- an electronic form of application of the business entity that produces heat and/or electricity on cogeneration units and relevant supporting documents;
  • the subject of providing administrative services and its powers to provide administrative services - is given by the executive body that implements the state policy in the areas of efficient use of fuel and energy resources, energy saving, renewable energy sources and alternative fuels in the manner prescribed by the Cabinet of Ministers of Ukraine. The guarantee of origin is issued in electronic form in accordance with the Law of Ukraine "On Electronic Documents and Electronic Document Management". The guarantee of origin is issued for the actual amount of electricity supplied to the electricity grid during the operating period, subject to the current licenses for the right to conduct business in the production of electricity and/or heat and a certificate of qualification of the cogeneration unit;
  • list and requirements for documents required to obtain administrative services: the form of application for a guarantee of origin and the form of a guarantee of origin are approved by the Cabinet of Ministers of Ukraine;
  • payment or free provision of administrative services- guarantee of origin is provided free of charge;
  • deadline for providing administrative services- no later than 30 calendar days from the date of registration of the application in the central executive body, which implements the state policy in the areas of efficient use of fuel and energy resources, energy saving, renewable energy sources and alternative fuels;
  • a list of grounds for refusal to provide administrative services- the grounds for refusal to issue a guarantee of origin are the inconsistency of the form of providing the information provided in the application and/or the submission of inaccurate information.

In addition, the draft law sets the term of the guarantee of origin (12 months from the date of issue) and the standard amount of electricity supplied to the grid (1 MWh). It is determined that maintaining an electronic guarantees of origin register of energy produced by high-efficiency cogeneration, taking into account the requirements of legislation on electronic document management and information protection in information systems will be carried out by the central executive body implementing state policy in fuel and energy efficiency, renewable energy sources and alternative fuels, in the manner and according to the form established by the Cabinet of Ministers of Ukraine.
