The Ukrainian Parliament adopted the draft law No.3553 in the second reading and in general. The document allows Ukrainian military to enlist reservists without announcing draft. 256 MPs endorsed the bill, with 226 necessary to pass.
The document concerns the introduction of a new sort of service, which foresees contracts with reservists of the operative reserve during the period of the war in Donbas. will be useful for calling the non-regulars to arms in case of any border violation or another serious aggravation on the frontline in Donbas.
According to Oleksandr Zavitnevych, the leader of the Parliamentary Committee for national security, defense and intelligence, the reserve will involve a number of citizens who "previously served [in the military] and have certain combat experience".
The law will let the government reform the local military authorities by creating territorial centres of recruitment and social care.
Besides, the document submits amendments to Criminal Code in terms of military draft evasion during the mobilization period. The culprits will be fined; the sum of the fine will vary from 18 to 30 U.S. dollars; the repeated violation during the period of Joint Forces Operation will result in the fine of 60 dollars.
