The Verkhovna Rada of Ukraine approved the bill No. 1053-1, which provides an instilment of an electronic check. It was unveiled by a deputy from People’s Servant fraction, the head of the tax committee Danylo Hetmantsev.
"The bill provides the usage of an electronic check, i.e. transaction accounting system, via a smartphone, which should be replaced by the register of payment transactions in the future. However, we do not insist on this change being forced, these systems can work in parallel, as much as we like”, - Hetmantsev stated.
He told how the bill had been changed during the revision for the second reading.
"First of all, the deadline for the implementation of this system was postponed and extended, for risky sectors - until October 1, for all the others - until 01/01/2021. In addition, fines are significantly reduced. For the transitional period we provide a penalty of 10% for the first violation, of 50% - for the second violation, the usual penalty is provided of 100% and 150% respectively", - noted the chairman of the profile committee.
The turnover limit for individuals of the second group of entrepreneurs has been increased from 60,932 to 101,553 dollars, - according to his statement.
"The minimum sum for a cashback complaint has been raised from 4 to 32 dollars. In addition, the obligation to keep the original records of goods at each point has been removed, the penalties for violation of the excise invoices registration deadline and the absence of excise invoice registration have been delayed and it is allowed to withdraw cash from the payment card upon purchase of the goods. It is specified that this bill does not apply to anyone who works at the markets", - summarized Danylo Hetmantsev.
