Representative of Luhansk People’s Republic (LPR) Olga Kobsteva stated that the statement of Head of Security Service of Ukraine Ivan Bakanov about the difficulties in the preparation and holding of the prisoners’ exchange is considered as the attempt to avoid the commitments announced by Ukrainian side to hold the procedural clearance of people as the LPR information resource stated.
Kobsteva stated that Ukraine announces the statements, which are contrary to the decisions of the Normandy Four. They threaten the agreements on the release of prisoners.
According to Kobtseva, on December 10, President Zelensky made a statement about the phased holding of the release of prisoners, which has nothing to do with communique. Foreign Minister of Ukraine Vadym Prystaiko provided many comments on the Normandy Four decisions, which do no correlate with reality.
The LPR representative also states that the statement of Bakanov on difficulties in the preparation and holding of the exchange and the necessity to hold the exchange by some ‘parallel courses’ is considered as the attempt to avoid the commitments announced by Ukrainian side to hold the procedural clearance of people.
“We urge Ukraine to stop the manipulation of the public mind and spread of information, which does not correspond the reality. Besides, we urge Ukrainian side to assume all efforts at today’s session of the humanitarian group for implementation of Normandy Four decisions and achievement of agreements on the release and exchange of people in ‘all for all’ format. From the side of LPR, we confirm the complete readiness to hold the release of the exchange of prisoners until the end of 2019 in accordance with the Normandy Four Summit,” the message said.
Earlier, Ivan Bakanov stated that the exchange of the illegally detained persons should be held by parallel process, not changing the ‘all for all’ principle.
As we reported, leaders of Ukraine and the Russian Federation, Volodymyr Zelensky and Vladimir Putin have so far agreed to hold another round of prisoners’ exchange. The deadline would be until December 31, 2019.
