According to Nuland, the conflicting sides in Donbas reached certain progress in implementation of Minsk agreements – in some areas, except for the political one. As is known, it includes decentralization in Donbas that foresees full and stable ceasefire and access for OSCE monitors to occupied areas in eastern Ukraine (Ukrinform).
