Leaders of the Normandy Quartet’s countries (Russia, Ukraine, France, Germany) may sign a framework document on perspectives of Donbas political regulation in Paris, on December 9. It was reported by Interfax, citing the informed source.
“The document, which may be suggested for leaders of the countries to apply on the results of the summit, is ready and approved. He has framework nature and contains further steps for resolving under the Normandy format in compliance with the Minsk complex of measures as the basis of the peace process,” the source stated.
According to him, leaders have showcased its adherence to the political ways of conflict resolution using the Minsk complex of measures.
“Thus, the so-called Steinmeier formula, which was approved by the Contact group, will be used as a basis. The complex of actions regarding its further implantation by the parties is provided in order to launch political process in the region by starting local elections under the international supervision after granting special status to the occupied territories of Donbas region with the perspective of its further consolidation on the regular basis after the OSCE ODIHR report on elections is published,” it added.
At the same time, the source stated that the document does not provide specific actions regarding ceding control of Donbas border to Kyiv.
As we reported earlier, Speaker of the Verkhovna Rada Dmytro Razumkov said that the draft law on the special status of Donbas will be developed after the meeting in the Normandy format between the leaders of Ukraine, Russia, Germany, and France is held, according to Facts.
"Both the president's position and the majority's position in the Verkhovna Rada were as follows: the president, returning from the Normandy Summit, together with the parliament and, most importantly, together with society, will draft the bill," Razumkov said.
