Biography of Oleg Nemchinov
Oleр Nemchinov was born on May 1, 1977, in Lviv into a family of servants. He is the grandson of the hero of the Soviet Union, gunner Ivan Mykolaiovych Nemchinov. Married. Raises a son.
In 1998, he completed military training at Lviv Polytechnic State University on specialty “Combat use of motorized rifle units, posts and formations”.
In 1999, Nemchinov graduated from Lviv State University named after Ivan Franko, majoring in Geography, and qualified as a geographer, teacher. In 2003, Nemchinov received his master’s degree in Civil Service. In 2011, he graduated from the Private Higher Educational Institution Lviv University of Business and Law and received a bachelor's degree in law.
From 1999 to 2002, he worked as the first category specialist in two departments of the Lviv City Council. In 2000-2004, he taught at Lviv Vocational Technical School №32 (part-time). In 2003-2006, Nemchinov was an assistant consultant to MP Gudyma. In 2009-2010, he held the position of the Head of the Main Department of Industry and Infrastructure Development of Lviv Regional State Administration.
In 2011, Nemchinov worked as a Senior Lecturer in the Department of Public Administration and Local Self-Government at the Lviv Regional Institute of Public Administration.
From 2012 to 2014, he worked in the Department of Public Administration and Foreign Languages, as well as in the Department of Public Administration and Local Self-Government at the Lviv Regional Institute of Public Administration of the National Academy for Public Administration under the President of Ukraine.
From 2014 to 2017, Nemchinov served in the State Border Guard Service of Ukraine, holds the rank of major. In 2016 - he participated in the anti-terrorist operation in Donbas. From June 2016 to January 2017, Nemchinov was the head of the Military-Civil Administration of the villages of Kominternove, Vodiane and Zaichenko of the Volnovakskyi district of Donetsk region.
In 2007-2015, Nemchinov was the president of the Athletics Federation of Lviv region.
In 2017, he was appointed as State Secretary of Ukraine’s Ministry of Youth and Sports.
