MPs intend to postpone final transition to electronic document management in parliament

The Verkhovna Rada supported bill No. 2492, which postpones the final transition to electronic document management in parliament until September 1, 2020.  259 MPs voted for

Pavlo Frolov the MPs from Servants of the people and the author of the legislative initiative presented the document.

"It is proposed from February 4 to September 1 of the 2020 year to make a transition period during which both the paper and electronic forms of the legislative process will operate," - Frolov said.

According to him, the level of software and technological readiness of a single automated system is almost 90%.

“But unlike the technical aspect of the readiness of the Verkhovna Rada, there are questions of the moral and physical readiness of the MPs to switch to registering bills and amendments exclusively in digital form. I mean, first of all, a qualified digital signature, which, unfortunately, not everyone has. And, just as importantly, experience and ability to work in the "electronic-bill" system. Only members of the Committee for Digital Transformations have understanding in this case," – MP said.

As we reported before, the Ukrainian Parliament passed the draft law No.2148 (in the second reading and on the whole). The document foresees criminal responsibility for non-personal voting in the session hall.
