September 7, the military intelligence of Ukraine turns 29 years old. During this time, iе went through a period of formation, decline and "resurrection", in order to eventually reach a qualitatively new level and gain international recognition.
Missions and history of military intelligence
Military Intelligence of Ukraine (Main Intelligence Directorate of the Ministry of Defense of Ukraine (GUR MOU) is a body that carries out intelligence functions in the military sphere, defense and military construction. The main task of intelligence officers is to collect and analyze information.
Moreover, among the tasks of military intelligence are the implementation of operations in support of national interests, strengthening the defense capability of the state, participation in the fight against terrorism, international organized crime, and the fight against illicit drug and arms trafficking.
The creation of Ukraine's military intelligence began after the collapse of the Soviet Union in August 1991. In fact, the new intelligence structure was created on the basis of the intelligence forces of the Kyiv, Odesa, Carpathian military districts, the air defense army and partly the Black Sea Fleet. But this was not enough to create a full-fledged body, so in February 1992, the formation of the Intelligence Directorate of the General Staff of the Armed Forces of Ukraine began. The main efforts were focused on uniting the intelligence structures of the Armed Forces of Ukraine, establishing a peacetime reconnaissance system.
In order to create strategic intelligence, on September 7, 1992, the President of Ukraine signed a decree on the formation of the Military Strategic Intelligence Directorate of the Ministry of Defense. It is this day that is the official date of the creation of the military intelligence service of Ukraine.
That is, by this time, two intelligence control bodies were created - the Ministry of Defense and the General Staff. And, of course, in this case it is very difficult to talk about the effectiveness of decision-making in this area. Moreover, it was an obstacle to the creation of modern and effective military intelligence. Therefore, documents on the creation of a central governing body for the military intelligence system were prepared. On July 6, 1993, by presidential decree, on the basis of the Intelligence Directorate of the General Staff of the Armed Forces of Ukraine and the Directorate of Military Strategic Intelligence, the formation of the Main Directorate of Military Intelligence of the Ministry of Defense of Ukraine began.
In April 1994, the Main Directorate of Military Intelligence of was renamed into the Main Directorate of Intelligence. It is believed that it was from this moment that the creation of an integrated and multi-level intelligence system began. On March 22, 2001, the Main Intelligence Directorate received the status of a special body of state power.
Today, the structure of the GUR MOU includes the departments of strategic intelligence, Intelligence support of the General Staff, information support, personnel policy and logistics, management of own security, automation and communications, financial and economic, protection of information and state secrets, organizational and planning. And also the 10th separate special forces squad (elite unit, power squad).
Military intelligence today
From the early 2000s to 2014, military intelligence, like other military formations of Ukraine, was in decline. Since the beginning of the aggression, the Russian Federation literally had to build everything from scratch. And thanks to real professional patriots, it was possible to create a high-class body.
Today, depending on the nature and scale of the tasks, the intelligence system can be divided into three parts. Strategic intelligence which is obtaining data on the military policy of the aggressor country, the composition and deployment of enemy forces, operational intelligence - obtaining intelligence information about the enemy necessary for the preparation and conduct of military operations, and tactical - obtaining intelligence necessary for the preparation and successful conduct of a battle.
A separate important task of military intelligence is collecting data and filling the database on Russian aggression in Ukraine and the presence of Russian troops and equipment in Donbas.
In addition, in the conditions of the war with the Russian Federation, the scouts performed not only their direct tasks, they were both attackers and guides.
Separately, it is worth noting the emblem of the military intelligence of Ukraine. It was introduced in 2016, the emblem depicts an owl that permeates the territory of Russia, and the slogan Sapiens dominabitur astris ("The wise will rule over the stars"). In fact, the emblem is a kind of "response" to the emblem of the Russian military intelligence. They have a picture of a bat (and for owls, bats are prey) and the slogan - "Only the stars are higher than us".
By no means all the operations carried out by the scouts have received publicity, but today we can say that the GUR MOU warned of the invasion of Russian troops in sector "D" near Ilovaisk, made a huge contribution to the defense of Donetsk airport, Artemovsk, Saur-Mogyla, scouts took many of our fighters out of the encirclement and, of course, successfully infiltrated terrorist units, where they obtained important information and took captives.
And all this is just the visible tip of the iceberg. Of course, there were also failed operations, but the vast experience that military intelligence has received and is gaining in a hybrid war can hardly be overestimated. A prime example is the recent intelligence operation in Taliban-held Afghanistan, during which 700 Ukrainians and foreigners were evacuated. The special forces of the GUR MOU went on foot outside the protected perimeter of the airport in order to find and bring out people who agreed to evacuate. “None of the other evacuation missions dared to make such a risky decision, because the area outside the airport was already under the control of the Taliban militants,” the Defense Ministry's military intelligence service said.
The professionals of the Ukrainian intelligence are able to do what the specialists of other countries have failed to cope with, let's hope that this trend will continue and our intelligence agency will only improve.
