Members of Minsk Agreement do not have political will to implement them, - Greminger

OSCE Secretary-General Thomas Greminger stated that countries members of Minsk Agreements do not have the political will for their implementation. He thinks that Normandy Format gave impetus for the implementation of the measures for a short period of time but it does not work anymore as Interfax-Ukraine reported.

“All sides-signatories do not have sufficient will for the implementation of different measures on security or measures of political nature. Normandy Four gave impetus for the implementation of the measures for a short period of time but it does not work anymore. I think there is not enough agreement between Normandy Four. We observe the stagnation in the fulfillment of Minsk Agreements and all sides accuse each other of it,” he stated.

Greminger proposes to solve this issue by the implementation of particular measures.

“They should begin to restore some credibility and confidence by the implementation of particular measures on the strengthening of the credibility along the contact line. Obviously, it is also necessary to reach some progress in the fulfillment of the political aspects of Minsk Agreements,” he is sure.

Greminger thinks that “deep deficit of the credibility between Ukraine and Russia” is the reason for sufficient will for the implementation of Minsk Agreements.

 “I think it will be very hard to reach the progress in the implementation of Minsk, solve other issues on Kerch Strait, Azov Sea until the improvement in the bilateral relations. I think we as the international organization can offer our tools and services for facilitation but it will be very difficult to do until there is no desire to improve the relations, begin a real dialogue between the heads of two states,” he explained.

OSCE Secretary-General emphasized that Minsk Agreements are the only plan for the solution of the prolonged conflict. Their fulfillment needs more efforts; however, the participation of the political leaders in real dialogue is needed.

Earlier Russia’s Foreign Minister stated that the amendments to the Constitution of Ukraine, which stipulate the country's membership in the EU and NATO, 'are supposed to destroy Minsk agreements'.

Besides, he stated that demand of the EU to Russia to fulfill Minsk Agreement is unsustainable.
