Medvedchuk: Law on special status of Donbas is basis of Steinmeier formula, it must be extended

The law on the special status of Donbas is the basis of the Steinmeier formula, and it must be extended. The Chairman of the Political Council of the Opposition Platform - For Life Party and MP Viktor Medvedchuk expressed this opinion during the conversation with journalists on the sidelines of the Verkhovna Rada.

Medvedchuk reminded that all parties, including Ukraine, must fully implement the Minsk agreements.

“This is the most important thesis that arises for those, I emphasize, who really want peace in the country, a peaceful settlement, and cessation of hostilities in Donbas," he said.

Medvedchuk also reminded that the condition was that the Normandy Format and the meeting itself, face-to-face meeting that had not taken place since 2016, would happen if the decisions of the last face-to-face meeting held in October 2016 were implemented.

“And this is the adoption and written confirmation of the Steinmeier formula, this is disengagement in three pilot projects: in Stanytsa Luhanska, Zolote and Petrivske. Such disengagement took place, and Ukraine and representatives in uncontrolled territories held the disengagement. Ukraine’s official delegation in Minsk signed the confirmation of Steinmeier’s formula,” he said.  

Medvedchuk explained that the law on the special status of Donbas, which is called ‘On the peculiarities of local self-government in separate regions of Donetsk and Luhansk regions,’ ends in exactly one and a half months, and it lies in the base not only of the settlement and Minsk agreements, but also in the basis of the Steinmeier formula.

“If this law is not extended, and is there any reason and concern to think so? There is. Because the authorities, such as Zelensky, and the Verkhovna Rada leadership repeatedly stated: we will talk about a new law on special status, we will develop a new law about the special status, ignoring that both Minsk agreements and Normandy Format statement, which confirm the Minsk agreements, and the UN Security Council resolution have already resolved these issues at the regulatory level,” he said.

Medvedchuk explained that when representatives of the Ukrainian government today speak of a new law on the special status of Donbas, naturally, this subject of discussion was between the two leaders of the Normandy Four countries, Germany and Russia, about the it was necessity to establish a special status, as it is the basis of the Steinmeier formula.

“I believe that a meeting in Normandy Format should take place,and  it should be effective and efficient. It is necessary to prepare draft decisions for this meeting, and most importantly, Steinmeier formula Ukraine joined and its implementation. And today it is, its foundation is the law on special status. Therefore, I believe that the Verkhovna Rada should extend the law on special status, because if we talk about the need to amend it or develop a new one, then it is necessary to coordinate these issues with all interested parties. I think that this is a long way, and it prolongs and pushes back the time of the meeting in Normandy Format,” he concluded.
