The law № 2672-VIII on the right of the Defence Ministry to sign treaties on defense articles import comes into force February 3.
The law grants the right to the Ministry of Defense to be the direct member of international contracts (without any other representatives). The document provides an opportunity to directly purchase goods and services for defense purposes. This optimizes the process and speeds up purchases, as well as saves money due to the lack of fees for intermediary services.
The law also improves the legal regulation of issues related to the offset contracts. The government customers are subjects of foreign economic activity and subjects of international transfer of goods.
At the same time, the law establishes that in the conditions of a special period, the introduction of a state of emergency, the implementation of measures to ensure national security and defense, repulse Russia's armed aggression in Donbas, compensation (offset) contracts might not be signed.
As we reported earlier, Serhiy Pashynsky, the head of the Verkhovna Rada’s defense committee and National Front MP, initiated the bill.
