Law on oligarchs to be considered under shortened procedure: MPs cannot make amendments in hall

Bill №5599 on de-oligarchization will be considered in the Verkhovna Rada under an abbreviated procedure - parliamentarians will not be able to make their amendments in the session hall. 217 members of the Parliament voted for.

Almost all factions and groups (except Servant of the People) voted against.

As it was reported earlier, the Committee on National Security, Defense and Intelligence recommends to the Verkhovna Rada to adopt in the second reading and in general the bill №5599 on prevention of threats to national security related to excessive influence of persons of significant economic or political importance in public life (oligarchs).

The special procedure means that amendments to bills rejected by the committee will no longer be considered in the plenary mode.

If the bill is amended more than there are items (but no less than 500 amendments), it can be considered under a special procedure. A special procedure may be initiated by at least 150 deputies who apply to the Chairman of the Council with such a request. And decisions on consideration under a special procedure can be made only by 226 votes. (Prior to that, one MP could insist on considering the amendment).
