"We do not regard this statement as successful. Let us not forget who started the war in Donbass and where Donbass is," Peskov said, adding that it was an internal Ukrainian conflict.
He stated that Russia and other countries were doing "their utmost to provide assistance in settling this problem."
Asked if Russia’s participation in the reconstruction of Donbass would be possible, Peskov said "it will depend on what will be happening, on how the settlement will proceed and so on."
Ukrainian government should seek reparations from Russia for the destruction that the Russian army and its mercenaries caused in eastern Ukraine. Infrastructure Minister Vladyslav Krykliy said so during the evening show at 1+1 TV channel.
"So far, we cannot be talking about restoring the controlled area of Donbas region. As for whether Ukrainian would be paying for it - for the non-controlled territory - of course not. It's impossible a priori", he said.
According to him, the Cabinet intends to restore only the Ukraine-controlled territories of Donbas - at least for the time being. The restoration of occupied territories is only possible after Russia pays reparations to Ukraine and releases these areas, the minister insisted.
Krykliy also announced the opening of Chongar and Kalanchak, the new checkpoints on the administrative border with the occupied Crimea.
