A corresponding statement by Maas made on the eve of the Normandy format meeting in Paris.
"After several years of inaction, President Zelensky showed courage by taking the first steps - with all their attendant domestic political risks and side effects," he said.
Maas stressed that now it is Moscow’s turn to demonstrate that further agreements are possible. However, considerable diplomatic efforts have to be made.
"To this end, we, together with France, must still have an impact on Russia," the minister added.
