Based on the results of negotiations regarding Russian gas transit to Europe, Prime Minister Oleksiy Honcharuk predicted that there was no likelihood of rising gas prices for the Ukrainian population and business this winter. He made the corresponding statement in his video, published on Youtube.
"... We will not be hostages of bilateral negotiations, but will work according to European civilized rules that apply in Europe. For Ukrainian business and citizens, this means that this winter the price of gas will not rise," Honcharuk said.
According to him, this was made possible thanks to an agreement on the transit of Russian gas to Europe through Ukraine. According to the prime minister, the transit contract will be concluded for 5 years, with sufficient volumes so that Ukraine and Europe feel safe in terms of energy. The tariff for pumping Russian gas will be set not according to bilateral negotiations, but according to European rules. This means that an independent regulator will calculate how much the Ukrainian operator needs to pay for pumping gas, Honcharuk noted.

Earlier, executive director of Naftogaz-Ukraine, Yuri Vitrenko, assured that all agreements with the Russian Federation on gas transit through the Ukrainian gas transportation system will be signed until December 29, 2019.

"We must sign everything until December 29, so that transit is preserved from January 1," Vitrenko said.

The agreement between Gazprom and Naftogaz will pre-determine the tariff. The contract will be concluded in accordance with international law and international arbitration, according to European standards, - Vitrenko informed.

He noted that Gazprom must conclude an agreement with Naftogaz on the organization of gas transit for five years - with certain volumes for which NAK will reserve capacity from a separate operator of the gas transmission system. 

The agreement between Naftogaz and the operator is a standard (for all users of the gas transmission system) transportation agreement, which is determined by the regulator in accordance with Ukrainian legislation.
