The exchange of prisoners between the Russian Federation and Ukraine requires coordination between the leaders of the two countries. This was stated by Russian Foreign Minister Sergei Lavrov, reports UNN with reference to TASS.

“In order to promote this topic (prisoners' exchange - ed.), it is necessary to agree not only in principle, but also to coordinate specific legal, technical and organizational aspects,” Lavrov commented on the information that the mutual release of detainees can take place in soon.

He also mentioned the situation with the arrest of the RIA Novosti Ukraine chief editor Kirill Vyshynsky.

Lavrov believes that Vyshynsky did not violate Ukrainian laws, but "just wrote reports," for which he was accused of treason.

Earlier, the Kommersant publication, citing a source close to the negotiations, reported that by the end of August Russia could return to Ukraine prisoners of war captured in the Kerch Strait in November 2018.
 
As we reported, on November 25, 2018, Russian border guards seized the Ukrainian Yana Kapu raid tug and small armored artillery boats Berdyansk and Nikopol of the Naval Forces of Ukraine in the Kerch Strait area, using weapons.
