The situation with human rights in the illegally annexed Crimea has worsened, while in Donbas, among other things, catastrophic situation in the humanitarian sphere is recorded. The European Commission on the association agreement implementation reported this.

"The human rights situation on the illegally annexed Crimean peninsula continued to deteriorate in 2019. As in 2018, systematic repression against people who oppose the actual government continued," the report said.

Moreover, European officials are paying attention to the continued intimidation and harassment of Crimean Tatars in the occupied peninsula. The activity of the Crimean Tatar Mejlis has been banned since 2016 in accordance with the Russian law.

As for human rights in the so-called territories beyond the control of the Ukrainian government, in Donbas, human rights and freedoms are still being infringed there. Targeted killings, arbitrary detentions take place in areas controlled by illegal armed groups. People are detained without contact with the outside world, there are facts of sexual and gender-based violence, torture and arbitrary violation of property rights. Freedom of the media, as well as freedom of religion or belief, have also been severely affected in these areas. The public sphere of activity is significantly limited.

The humanitarian situation in eastern Ukraine remains a major concern for the sixth consecutive year: more than 3.5 million people on both sides of the contact line still need humanitarian assistance and protection. The situation is characterized by shelling of civilian infrastructure, interruptions in water supply and blackouts, damage to the environment and continuing problems associated with limited access to humanitarian aid in the territory controlled by militants.

Currently, according to the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), UN funding only covers 49% of the 2019 humanitarian plan.
