EU unveiled rules for issuing visas to Donetsk and Luhansk regions residents

The European Commission and the European External Action Service provided instructions to the EU member states and non-EU Schengen countries on how to handle visa applications submitted by residents of Donetsk and Luhansk regions of Ukraine that are not under Ukrainian control.

This is reported on the EU Delegation in Ukraine website.

“Within the framework of the EU visa code, as a rule, applicants for a Schengen visa who lawfully reside in the territories of the Donetsk and Luhansk regions of Ukraine that are not controlled by the Ukrainian authorities must submit their applications for visas at the consulates of the EU member states in Ukraine, regardless of the type of document, which they have, "the report said.

It is also reported that according to the EU visa regulations, Schengen countries should provide clear and comprehensive information on how and where to apply for a visa.

"Thus, the consulates of the EU member states in the Russian Federation and Ukraine (as well as their visa centers) should clearly communicate that residents of the territories of the Donetsk and Luhansk regions of Ukraine not controlled by the Ukrainian authorities must apply for a visa at the consulate of the corresponding Schengen member country in Ukraine. They should also explain that Ukrainian citizens holding biometric passports do not need a visa to travel to the Schengen area, "the statement said.
