14 countries discuss the creation of the force: Austria, Belgium, Cyprus, Czech Republic, Germany, Greece, France, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Slovenia and Spain.
The countries state that the EU should create a 5,000-soldier brigade, possibly, enhanced by vessels and aircraft to help democratic foreign governments that need urgent help.
The defense ministers of the EU countries should discuss this issue on May 6 at the meeting in Brussels chaired by High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell.
It is noted that the EU created the system of military groups for response to crises in 2007 but they have never joined battles.
