The results of the UK referendum on withdrawal from the EU won’t affect the EU decision on sanctions against Russia. RIA Novosti reports this.

"The decision was made at the level of Permanent Representatives of the EU. Article 50 of the Lisbon Treaty is not involved, so the results of a referendum on Britain's membership in the EU will have no impact on the upcoming EU Council's decision", reads the message.
