The Verkhovna Rada of Ukraine approved, in principle, the so-called Donbas Reintegration draft law in the first reading, officially called “On specifics of state policy on ensuring Ukraine’s sovereignty over temporarily occupied territories of Donetsk and Luhansk regions” excluding all mentions of Minsk agreement from it.

233 MPs voted for the draft law.

The document announces the Russian Federation an aggressor. 

The MPs go on discussing the peculiarities of local governance on temporarily occupied territories of Donetsk and Luhansk regions.

The document announces the Russian Federation an aggressor and rests responsibility upon Russia for re-registering the companies, introduction of rubble, issuance of the passports and car plates in Donbas.

Russia has no territorial rights on the separate territories of Donetsk and Luhansk regions. In addition to that Ukraine is not responsible for violation of the rights of the local citizens on the temporarily occupied territories.

Anti-terrorist operation passed into the self-defense of Ukraine. Joint Operation HQ of the Armed Forces of Ukraine, whose creation is stipulated by the draft law, shall replace the Anti-terrorist center incorporated into the Security Service of Ukraine to run operations on deterrence against Russia’s aggression and liberation of the territories.
