Department of Justice of Ukraine believes that president Volodymyr Zelensky’s draft law about power clearance looks like a populist and revanchist one. Deputy Minister Sergiy Petukhov wrote this on his Facebook page.
“The presented screening law follows only two goals: to raise the ranking before elections, and to cover close to Yanukovych-time officials, which had been cleansed, but now they got back,” Petukhov said.
The Deputy Minister called the draft law a populist and revanchist, giving the following arguments: ”Why does it look like populism? Because it includes directly the ranks which disagrees with screening criteria, stated in ECHR (and those people said that the current law is “unfair”). Why does it look like revanchism? Because the legislation levels those who executed Maidan and those who protected it. Thus, they invalidate the values of Revolution of Dignity, it obviously becomes equal to Anti-Maidan.”
According to Petukhov, it is necessary to send the legislation for the Venice Commission's consideration.
“The power cleansing law got the conclusion of the Venice Commission. I think, it also should be given the conclusion of European experts to avoid any doubts. During this time we can listen to our state experts’ arguments, who created it, and note something for the future,” Petukhov believes.
The Deputy Minister doubted the draft law would be passed.
“The members of Verkhovna Rada have no more plenary days in this season, so the legislation will not be reviewed and the draft will be sent back to the President after the elections. Will it be sent to the new Rada? I do not know. But it will definitely not be passed. After electoral harvest is picked up, it will be put on the historical shelf, ”Petukhov said.
As it was reported earlier, President of Ukraine Volodymyr Zelensky suggests the extension of screening draft on the president, MPs, ministers and other high officials who held posts since February 23, 2014 till May 19, 2019.
President's spokesman in the Parliament Ruslan Stefanchuk said that in case the changes proposed by President Volodymyr Zelensky are passed, the document would concern the team of the state leader as well.
