Ambassador of the UK in Ukraine Melinda Simmons believes that the accession of Britain and the U.S. to the negotiations process on the Donbas Conflict settlement will not change anything crucially until Russia starts to fulfill its commitments as BBC reported.
“What other formats can do if the main problem is not solved: the country-aggressor does not fulfill the agreements? You can involve other partners but how it will influence the main – will Russia join this agreement; will it take some commitments and will not fulfill them? In my point of view – I will talk only about Britain; I cannot talk about the U.S. – the best as of now – is to continue to support current formats and use influence and experience to attract attention to the violations. But I do not understand clearly what can change crucially from other formats until Russia changes its policy,” Simmons said.
Meanwhile, she expressed the belief that the international memorandums and agreements, despite their violation by Kremlin, will play their restrictive role.
President of Russia Vladimir Putin stated that both, he and Joe Biden, support the implementation of the Minsk agreements to resolve the conflict in Donbas.
The United States Department of State stated it does not believe that the country's participation in the Normandy Format talks will help in solving Donbas escalation.
Besides, the representatives of the occupied Donbas expressed a desire to be present at the Normandy format meeting. They also want involve the United States in the talks to.
