“The proposals for voting might concern Constitution amendments, territorial changes and law abolishment. Questions about joining NATO or EU membership are not covered by the referendum”, - explained Ukrainian Representative to the Venice Commission Volodymyr Pylypenko in his blog.
He later concluded by saying that the legal procedure of joining NATO is not too complicated, and the referendum is not a necessity in this case. This issue primarily has a political significance for Ukraine. The situation with EU membership is slightly different. Each country from the current member states held a referendum and became a member of the European Union only after receiving permission from the citizens of the state.
