As President announced during the presentation of the draft Basic Law, the amendments will provide communities with a significant part of the powers and financial resources. According to the document, local executive power will be exercised by prefects, instead of the local administrations. They will submitted by the Cabinet of Ministers, appointed and dismissed the President of Ukraine, as this procedure worked earlier in relation to the heads of local state administrations.
After the implementation of the decentralization reform, the President of Ukraine Petro Poroshenko offers to hold early local elections.
Poroshenko pointed out that decentralization will not affect the capacity of the central power of regions to implement their defense and national security compulsions.
"There are legitimate fears that decentralization will negatively affect the unity of our country. Does it bring hypothetical risks for territorial integrity? I would like to emphasize that decentralization does not mean weakening of the central government in such issues such as defense, foreign policy, national security, rule of law, and civil rights respect, "- said the President.
Petro Poroshenko seeks to outline that the amendments do not grant special status of Donbas. The President noted that this special status is allowed only in appliance with under the current law, and this statement is included into the draft amendments.
Decentralization of power in Ukraine was one of the discussed points of the Minsk Agreement.
