Discussion on Donbass status granted by the new constitution evoked with misunderstandings

Discussion on the special status of Donbass granted by the new Constitution is provoked by the incomprehension of regulation of Luhansk and Donetsk regions, as said by the President of Venice Commission Gianni Buquicchio

In his interview to Interfax Ukraine President admitted: “Debate on this issue in Ukraine, I think, was created by a misunderstanding. The Constitution will not regulate the status of specific regions (Donetsk and Lugansk), but will only regulate this issue with the relevant law. This seems to be logical and crucial”.
In case the conflict is resolved, there will be no need to change the Basic Law, and it could be implemented through due to legislation.
Obviously, each law must meet the basic constitutional principles such as sovereignty and territorial integrity of Ukraine. I would like to note that this provision relates only these two regions, no other territory of Ukraine cannot pretend on the special rights "- said Buquicchio.
The new amendments show Ukraine's readiness to implement the agreements reached in Minsk. The international community supports the implementation of those agreements and it is important to show that Ukraine is ready for implementation.
A week before President of Venice Commission posted in his blog “I very much welcome that the Constitutional Commission of Ukraine approved on Friday draft amendments to the Constitution regarding decentralization. The text approved integrates most of the recommendations made by the Venice Commission and I would like to thank the President of the Constitutional Commission and Speaker of the Verkhovna Rada, Mr Volodymyr Groysman, for the excellent co-operation with the Venice Commission and congratulate him on the results of this co-operation”.
