Today, Volodymyr Greusman has registered a bill number 4333 in the Parliament. The point of the bill is to authorize the appointment of the foreigner to the post of Minister of Finance of Ukraine, without having to accept the citizenship of Ukraine.
It is also proposed not to carry out special examination on the subject of his involvement in any offenses in respect of the so-called citizen's. This bill is designed with a single purpose - to give the opportunity to appoint to the post of Minister of Finance of Ukraine former Minister of Finance and Economy of Slovakia Ivan Miklos.
I'm good to Ivan Miklos and his contribution to the development of the Slovak economy and advisory assistance to Ukraine. But I think that Greusman’s proposal is unconstitutional.
First, the public should be given an answer - whether Natalia Yaresko took Ukrainian citizenship to run in the future government in order to help Ukraine in the reforms,.
Now Natalia Yaresko, and Aivaras Abromavičius, and other foreigners who have adopted a decision to become citizens of Ukraine, will have a logical question - why such a law was not offered one year ago in terms of their ability to work in the civil service without obtaining nationality.
Especially painful acceptance of the Ukrainian citizenship hit the citizens of Georgia, agreed to take the citizenship of Ukraine. They are consistently deprived of Georgian citizenship in order to prevent them in the future to participate in the political life of Georgia.
Secondly, it is unconstitutional, as Article 38 of the Constitution explicitly says that only citizens can participate in public affairs. Therefore, for the realization of the desire to recruit ministers for foreign nationals without taking Ukrainian citizenship - is necessary to amend the Constitution, which is unrealistic.
Thirdly, I would suggest Greusman not to reinvent the wheel, but to use the successful experience of Singapore or the United Arab Emirates, the successful achievement of which in economic development are obvious and indisputable. These states do not hide behind the appointment of foreign citizens in high government positions and do not give the nationality of the same purposes.
They simply invite foreigners to work as advisors and well carry their recommendations, which are considered necessary for the economic development of their countries.
This is very simple. Underlying is the will to change, and not the desire just to show it.
I am not going to vote for the bill 4333. Of course I welcome the work of Ivan Miklos and other foreign experts as advisors to the new Prime Minister. Just do not start the formation of a new government with putting responsibility from your own shoulders to the foreign experts.
Please, do not break their fates and careers.
