Ukraine’s Cabinet of Ministers plans to establish a quota for immigration to Ukraine for 2019. It is about 3,800 people, which are 620 less than last year’s figure. 

According to the quota, four highly qualified specialists can immigrate to Ukraine in 2019, the urgent need for which is palpable for the country's economy.

What is the quota - and this economy of such. Against this background, the Ministry of Economic Development and Trade reports that the share of the IT industry in the Ukrainian economy is 4% of GDP and that the IT industry is the locomotive. A locomotive to Boryspil airport, I guess. These quotas are introduced as the best traditions of North Korea.

The other countries at the level of their governments in the face of emissaries, diplomats, ambassadors, and presidents hunt for brains, are applying a personal approach to each candidate, persuading families to move, taking on all the issues of logistics and adaptation.

Ours prefer to create restrictions by setting ridiculous quotas on entry, and then they wonder why no one comes to us.

Smart people are useless in the dumbland.
