The options for the legalization of EU numbers continue to be considered in the profile committee of the parliament, and the prime minister promises to solve the problem in a month if the parliament delegates such powers to the government. Meanwhile, the State Fiscal Service notes that, in any case, the National Police should receive the authority to check cars with such number plates on the basis of information from the Fiscal Service databases: this will create an effective system for controlling cars with foreign registration imported to Ukraine.
Today, several options are being considered for resolving the situation with cars with so-called euro plates. Those changes in the legislation on which the Committee on Tax and Customs Policy of the Verkhovna Rada is currently working, I am sure, will give their results and help to develop a clear mechanism for solving the problem, taking into account the interests of both the state and car owners.
The problem of the lack of control over cars with foreign registration, which are being temporarily imported into the country, arose in 2012 after the introduction of changes to the Customs Code. In particular, the mechanism of interaction between the customs service and the Ministry of Internal Affairs was excluded. The traffic police officers have lost the opportunity to control the legality of vehicles with foreign registration. They cannot even stop such cars if there is no traffic violation.
To bring to responsibility the driver of a car present in Ukraine for more than the statutory period, fill up a protocol on the violation of customs rule - it is possible only in the area of the customs activity, that is, in fact, only when the vehicle is being transported across the border.
Recently we signed an agreement with our colleagues from Lithuania, according to which we were able to receive information from the Regitra - a local accounting system for all vehicles. Now we can track vehicles with Lithuanian registration - wanted, taken off the register, with the expired terms of the insurance policy. This information is provided to us by the National Police. We could agree on access to similar bases with other countries. But the police so far simply cannot use it, it has no levers for exercising control and bringing to justice.
A proposal to provide the National Police with the appropriate authority is now at the consideration of the profile committee of the Verkhovna Rada. Only changes in the legislation will enable us to adjust the monitoring system and put an end to this issue.
