Ukraine becomes a donor of the labor force. Smart and active people who have to move the development of the country forward, are the one leaving it. Ukraine's intellectual potential is outflowing. Doctors, programmers, welders, electricians, truck drivers, teachers, managers are the most common professional specialists who are forced to look for a job abroad. Students and businessmen moving out as well. And now I want to listen to those who are all happy and say that everything is fine and there is no catastrophe.
Against the background of a stable demographic decline, the outflow of professional labor and scientific potential leads to a national catastrophe. And, to my great regret, our top management is doing nothing to stop this process.
The situation has a scientific potential to cause a catastrophe in the country. According to the State Statistics Service, for the last three years:
• the number of employees of scientific organizations has decreased by 30%;
• the number of researchers decreased by 48%;
• the share of researchers of scientific organizations in the total number of the employed population decreased to 0.39%;
• the gap between the level of expenditure on research in relation to GDP in Ukraine and the similar average for the EU countries has increased up to 4 times (0.48% of GDP and 2.03% of GDP, respectively);
• only 0.16% of GDP was allocated in 2016 from the budget for research.
And the worst thing is that such policy leads to an irresistible backwardness from other countries. Scientists and businessmen leave Ukraine to create something in other countries, where they are appreciated and provided with opportunities. Although how can we speak about conditions and opportunities for scientists, even if my son complains that he does not have any labs during chemistry and physics classes at their school.

The absolute number of regular Internet users in Ukraine by the end of 2017 decreased from 21.6 million to 21 million in the first half of the year, mainly due to migration abroad of Ukrainians aged 18-45 years, according to the Internet Association of Ukraine on its website with reference to the results of a study by Factum Group Ukraine.
Ukraine has lost another 600 thousand citizens. And this number is progressing. Although everything can be fixed. Government together with local companies need to create more comfortable conditions for the life and work of citizens.
