To date, the answer to the question of the reintegration of Donbas should not be the comment of Prime Minister Groysman, or Marchuk, or someone else. It should be an official position in the form of a government action plan. What is it still needed for? This is also necessary for our partners, without which it would be very difficult for us to function. I mean foreign partners. There are also many different kinds of question marks, doubts, because Russia is quite active in this direction. We must put on our partners’ table a kind of reintegration plan on Donbas that we created.

I do not know, whether all these circumstances are described in the project that is published and which, most likely, will pass through the whole procedure in the Verkhovna Rada. If there are only elements of a forceful character, of a military nature ... This may also be necessary, but I do not know if it was worth starting with this at this stage. I think it was not without reason that there was a delay with the preparing of this document: they say that it is necessary to consult our foreign partners. Most likely, I think, it is.

In addition, to restore, to reintegrate part of our land, it is necessary to understand what will face the power, which comes to the Eastern territories. Because I know there are some closed sociologies, maybe they are not very classical, but I know that they are; they show that new authorities there will have a very hard time on its post. It would be very hard to be a leader there even when there are no militants and Russian soldiers in east of Ukraine. This means that all the problems must be known in advance and must be foreseen in advance, but in the form of an official position. But what about the official position? Best of all - a government decree. Well, great if it is to some extent reinforced by legislative components of the parliamentary profile, or an addition to the laws, or perhaps a separate law. I emphasize on it to be understandable for the Ukrainian population as well.

The urgency of this problem is much more acute than it seems at first glance. I'm not saying that the government has developed a good plan about how this will all happen, except that it will be a political document for the outside world. That Ukraine has, apart from all military components, it is an absolutely normal, well-thought-out government document in the form of a decision. Not hypotheses, not comments on how the Ukrainian government will return to Donbas, but a concrete plan.
