The antiterrorist operation (ATO), which has been launched by the decree of the Acting President Turchynov in April 2014, has fulfilled a number of major tasks: localized those gangs that were sponsored from the Russian Federation, gave an opportunity to hold democratic, open, and recognized by the whole world presidential elections, parliamentary elections, and local elections. Also the next step of the ATO allowed to return the captured territories. This concludes that the entire list of instruments laid down in the law on combating terrorism is almost exhausted.

Hybrid war conducted by the Russian Federation, the aggressor country, against Ukraine, should be responded in modern adapted way, because it is inexpedient to use those canons, created after the end of World War II. We should also pay attention to the factor of military aggression, information aggression, economic aggression, energy blackmail, which are components of the hybrid of the Russian Federation. And the modern answer would be the adoption of a bill, which allows the formation of an operational headquarters, created by a decree of the president. This operational headquarters will be subordinate to the president of Ukraine as the supreme commander-in-chief, as well as to the General Staff. As a result, all the units of the Armed Forces, the National Guard and other formations, as well as civil military administrations will now act under a single strategically balanced leadership, will correctly implement the state policy of Ukraine on the de-occupation of part of Donetsk and Luansk territories, seized by Russian troops.

During these three years, our legislation was quite clearly tied to the regime of conducting ATO. And it was me who raised the question that, by abolishing the regime of conducting ATO after the introduction of this bill, we must also adapt the existing legislation, so that all our Ukrainian citizens who suffer from Russian occupation in the temporarily occupied territories could enjoy all the rights and opportunities granted to them today.

I hope, we would prepare this bill before our president returns from his visit to the US. Then he might submit it to the parliament as an urgent one, and the parliament would able to accept it as soon as possible. We absolutely have no time for any delays. We have clear positions on the foreign policy front and on our front with the Russian Federation. We have sufficient experience and reasons to continuously take all the measures necessary for returning part of the occupied territories, both in Donetsk and Luhansk regions.

Let me remind you that the annexation of Crimea and its return are regulated by a completely different legislation. Now we are precisely talking about de-occupation part of Donetsk and Luhansk regions.
