President of Ukraine Volodymyr Zelensky has signed the decree "On the urgent measures to provide favorable conditions for activity of entrepreneurs" aimed at easing the working conditions to support entrepreneurship and respective activity. The document No.761/2019 appeared on the website of the Presidential Office.
Within the next two weeks, the Parliament is supposed to develop and offer the draft laws aimed at easing the conditions for small businesses' activity; special attention is paid to the document that would foresee a two-years-long moratorium on the checks of small businesses (it does not concern the businesses with high risks of avoiding taxation, such as the jewelry production)
The Cabinet is bound to create the Coordination Council for issues of development of small and medium businesses; it is supposed to involve members of civil organizations that represent the interests of small businesses.
The maximum limit of the annual income of an entrepreneur who belongs to the 2nd group of those who pay the unified tax will grow since January 1, 2021. The current sum is roughly USD 60,000; it is to grow to 100,000.
As is known, Zelensky also signed the bills #1053-1 on imposing of electronic checks and #1073 on implementation of cashback in case of illegally issued receipts as the press service of the president reported.
“The head of the state signed the laws #128-IX “On amendment of the law on use of registers of banking operations in trade, catering and services” and #129-IX On amendment of Tax Code of Ukraine on de-shadowing of the calculation in trade and services areas” adopted by the parliament on September 20, 2019,” the message said.
The law #128-IX establishes that business might use not only cash registers but also program registers of banking operations. The supervisory authority should provide a free program.
The receipts should be not only paper but also electronic. They will be created by the program registers of banking operations.
The law increases responsibility for violations during sale of goods. From October 1, 2020, if the violation occurred for the first time the sanctions will make 100% from the cost of the sold goods; each of the next violations will cost 150%.
It is also foreseen to impose the complaints mechanism illegal receipts and compensations if the complaint is real.
