The Verkhovna Rada, the Ukrainian Parliament has approved the bill on the elimination of corruption schemes during the evaluation of real estate prices.
The draft law No.2047-d foresees that the owner can count the price of the object with the aid of the Unified Database. If the owner disagrees with the automatic evaluation results, he/she can turn to the evaluation specialist.
The report may be registered in the Unified Database if the owner submits the price at least 25 % larger than the one set automatically. If the mentioned difference is bigger, the report will not be registered; the owner can turn to the State Property Fund of Ukraine within the period of five days. The Fund will submit the result of the evaluation.
When the report is submitted, a qualified e-signature is used; besides, a unique registration number is set for the report, and it is invalid without this number.
The note about the appraised value will be valid for 30 days.
The law also offers additional steps to protect the evaluation of real estate prices from corrupt practices.
