The State Export Control Service of Ukraine, in cooperation with the U.S. government, has ensured the introduction of e-licensing in the state export control system under the Export Control and Related Border Security (EXBS) Program, Interfax-Ukraine reports.
According to a public report of the agency’s head for 2017 published on the Service’s official website, e-licensing in the state export control system has been introduced thanks to the support provided by the United States government.
The newly introduced e-licensing system is expected to ensure timely exchange of information between government agencies and corporations in the decision-making process on the possibility of granting permits in the military-industrial sector. It is also supposed to accelerate the implementation of licensing procedures through total automation, cut expenses and, thus, save state budget funds, establish permanent communication with customs authorities in order to prevent violations in the area of export control. Moreover, e-licensing is supposed to create and maintain a comprehensive database of individuals and organizations involved in international arms transfers, the results of goods identification and an archive of permits.
According to the information previously published by the authority, Estonia-based SpinTEK was the developer of the Stratlink electronic licensing system for Ukraine’s state export control. Prior to the introduction of the new electronic system, a joint analysis with the State Service of Special Communication and Information Protection of Ukraine was undertaken in order to ensure the protection of information when it is used.
“Electronic licensing is one of the most important factors in ensuring transparency of the export control system of Ukraine,” the agency said.
According to the document, in cooperation with the United States under the EXBS program. Currently, the State Export Control Service is working on guidelines for updating the strategy for joint operations with the defense sector.
