The Higher Qualification Commission of judges of Ukraine wants to re-appoint over 5000 judges within less than a year. On 23 March, one of the Commission’s panels managed to interview 9 judges in an hour and a half. This simply confirms the fact that the selection evaluation is an assembly line, which only aims to keep judges on their positions and to report a “successful completion” of the reform. This will lead to the “already reformed” courts having judges who prosecuted Maidan activists, judges who frequently visit the occupied areas of Donbas, which threatens the national security of the nation, judges, whose way of life is inconsistent with their level of income, and judges, who have made rulings that later became the subject of proceedings of the European Human Rights Court,” – the board’s press service has informed, 112.ua reports.
During the briefing, members of the community board said that the Higher Commission has made significant alterations of its regulations, which would allow not to take the opinion of the decency community board into consideration.
"They have included requirements toward the decency community board operation in their bylaw, which allow them to ignore the conclusions, to not consider those conclusions and to pretend they do not exist – despite the fact that it contradicts the law “on judiciary and status of judges”, - Halyna Chizhik said.
The decency community board emphasize that there are certain members of the Higher Commission with dubious qualifications.
“We have to point out that there are particular members of the Higher Commission, who are apriori not able to evaluate and decide whether a certain judge is qualified and decent”, - the member of the community board Roman Maselko said.
“Our suspension of participation in the so-called “qualification valuation” does not mean that the board has stopped implementing the public participation in the qualification procedure” – Vitaly Titich said.
