Rada adopts law on unbundling of activities on gas transit

The Verkhovna Rada of Ukraine adopted the draft law No. 2239-1 during the second reading. It provides unbundling of activities on the gas transition according to the independent system operator (ISO) model. 341 MPs voted in favor of it.

Andriy Herus, the Head of the Energy Committee, presented the document.

"The Committee confirmed correction No. 43. I want to draw your attention to this correction, in which privatization, concession, rent and management of third parties are prohibited as they are not the state factors. It is also expected that 100% of the company's property, managed by the gas transportation system, belonged to the state," Herus said. 

During the discussion of the legislation, the Head told that in such unbundling model underground caverns still as the property of the Ukrtransgaz and the gas transportation system of Ukraine goes to the Ministry of Finance where it will be managed by the Ministry on behalf of the state. He added that if the unbundling system is changed, the draft law will not be implemented until January 1.
