The President of Ukraine Petro Poroshenko stated that he was not going to sign budget 2019, if it does not include all his proposals on subsidies, as he said at the session of the Council of regional development, broadcasted by 112 Ukraine.
“Now, we have to provide subsidies for those in need of it. It is not just my call, it’s a principal position on 2019 budgeting to the second reading. And I stress: if this position is not in the budget, if the position of the President is not taken into account within the preparation in the Parliament, I will not sign it. I will do something I have never done,” Poroshenko said.
The Head of the state asked “all region administrations, all city and village heads not to stand aside”. According to Poroshenko, “the system should be improved, each family which has a right for subsidy, should be protected”.
“Those who save energy resources, uses the sum smaller than the law provides… However, we spend cash money (this is not allowance) for subsidies by means of taxpayers from the state budget. Each family which saved money, has a right for saving difference – to receive it, and I stress, in cash money. We have to work on that,” Poroshenko stressed.
According to the President, 1,3 million households are using this opportunity, “and the government has to expand this circle”.
Ukraine’s Government approved three-stage monetization of subsidies starting from January 1, 2019. According to the expert opinion, on the first stage, it will concern around 100,000-150,000 households, which will seek subsidies with new documents package. The second stage begins on May 1, it will concern the households which receive subsidies during the heating season in 2019. The third stage starts in October 2019, when a full switch to monetization takes place.
Earlier, on July 1, 2018, the Ministry of Social Policy launched State registry of grantees. According to Prime Minister Groysman, around seven households will receive a right for subsidy till the end of the year.
