The Fiscal Affairs Department – Tax Policy of the International Monetary Fund (IMF) worked out the range of the references for Ukraine to implement the comprehensive reform of the State Fiscal Service of Ukraine as the press service of the Ministry of Finance of Ukraine reported.
'The IMF in the collaboration with the Ministry of Finance and the State Fiscal Service worked out the plan of the priority tasks that will be the main aim for the next 18 months and the steps for the future years. The aim is to transform the State Fiscal Service to the modern service agency of tax administration', the message said.
The transformation should take place due to the fulfillment of the five main tasks:
-Reorganization of the State Fiscal Service to the united legal body. The developing of the inner organization structure following the functional principle that will allow building the efficient processes of the tax and commission administration and optimizing the administrative and economic function of the Fiscal Service.
-The renewal of the official staff of the State Fiscal Service. The new staff should be smaller in amount, more professional, uncorrupted and receive the higher wage.
- The changing of the business processes inside the State Fiscal Service. It will be achieved due to the technological innovations, simplifying of the administration, abolishment of the extra procedures and implementation of the risk-oriented approach to work.
- The increasing of the level of the tax-payment and confidence of the taxpayers to the system. It will be achieved by the automation of the tax administration process.
- The changing of the company culture of the State Fiscal Service and increasing of the clearness of its work will provide the decreasing of the pressure to business and transformation of the Fiscal Service to the service organization.
'The IMF noted that there is the progress in the reform of the Fiscal Service but the comprehensive reform is stopped by the range of the factors such as corruption and deliberation of the implementation of the references. We cannot be slow and should speed dup the implementation of the references', the Ministry of Finance added.
The Prime Minister of Ukraine Volodymyr Groysman revealed the plans on the reforms of the State Fiscal Service in June. 'There is such model: the Fiscal Service will remain to be the part of the Ministry of Finance. But the service should be reorganized and totally reformed. It should be not the punitive agency but the intellectual authority with civilized powers. My attitude lies in the fact that the Fiscal Service should protect and support the business instead of creating the artificial obstacles for it. I think that it is very important to provide the stable economic growth. It is possible in the result of this reform and the result of it should be the creation of the adequate business climate', he noted.
Groysman also emphasized that he stands against the revival of the Ministry of Tax and Comission.
