Gazprom Export may start gas supply directly to Ukrainian consumers, Chairman of the Board of Naftogaz of Ukraine Andriy Kobolev claimed at the V Ukrainian Gas Forum, 112.ua corresponds.
"I will not say anything new regarding the issue of direct deliveries of Russian gas to Ukraine, but it does not prevent Gazprom from implementing them. As soon as the accession agreement is signed and as soon as we finally implement European standards for Ukrainian gas market, Gazprom can start supplying gas to as many Ukrainian consumers as they want, and, moreover, it can be more efficient if it bids lower place than European suppliers. I would not be surprised if Gazprom Export becomes a gas supplier for major Ukrainian consumers, particularly business entities from January 1, 2020," Kobolev said.
He noted that despite the absence of obstacles, Gazprom had not yet supplied gas to Ukraine: "Why has Gazprom not done so yet? Probably, this is a political issue."
According to the legislation of the Russian Federation, Gazprom is the only one that can export natural gas through magistral pipelines.
According to the contract with Naftogaz of Ukraine, which is valid until January 1, 2020, Gazprom is obliged to sell 5 billion cubic meters of gas per year (Ukrainian company was supposed to buy 56 billion cubic meters, but the volume was reduced due to the Stockholm arbitration. However, the principle of "take or pay" is not abolished).
In order to comply with the decision of the international court Naftogaz, in 2018, made a prepayment for gas supply, but Gazprom returned it without gas supplement. So far, the Russian state monopolist that is under contract with Naftogaz has not resumed supplies.
